Oliver is a certified professional planner with over a decade of experience in the construction industry. His extensive cross-border expertise spans the transportation, energy, and telecommunications infrastructure sectors, including railways, highways, water systems, thermal power plants, wind farms, refineries, fertilizer plants, LNG and LPG facilities, pipelines, FPSOs, offshore platforms, and data centers.
Oliver has been appointed as a Planning and Delay Expert on numerous occasions, often providing oral testimony. He specialises in conducting comprehensive delay analyses and preparing expert reports for major international arbitrations under the American Arbitration Association (AAA), the International Centre for Dispute Resolution (ICDR), the International Chamber of Commerce (ICC), the Singapore International Arbitration Centre (SIAC), and the Vietnam International Arbitration Center (VIAC) rules.
